San Francisco State University Accessible Technology Initiative Committee Charter
Charge
The SF State Accessible Technology Initiative (ATI) Committee is responsible for leading the university's efforts to ensure digital accessibility and equity across information technology platforms, in alignment with CSU system directives on accessible technology. The committee's work encompasses strategic leadership, cross-campus collaboration, and focuses on enhancing accessibility in instructional materials, web content accessibility, and the I.C.T. procurement processes. This initiative aims to ensure compliance with accessibility laws and to improve the inclusivity of digital content for all SF State University community members.
Purpose
To oversee the implementation of accessible technology practices in three key areas: web accessibility, instructional materials accessibility, and procurement of accessible ICT products and services. The committee aims to establish and maintain standards that align with the ADA (Americans with Disabilities Act), Section 504 and Section 508 of the rehabilitation act, CSU Executive Order 1111, and CSU Coded Memorandum AA-2015-22, to foster an inclusive digital environment.
Responsibilities
- Develop and update the ATI Campus Plan, guiding accessibility efforts in instructional materials, web accessibility, and ICT procurement accessibility.
- Monitor progress of ATI directed projects and processes and conduct periodic reviews to identify challenges and achievements.
- Produce a yearly “ATI Report” following a capability maturity model established by the chancellor’s office.
- Serve as the authority on accessibility policies and practices at SF State.
- Coordinate the efforts of three focused sub-committees: Instructional Materials, Procurement, and Web Accessibility.
- Ensure compliance with federal and state accessibility standards, including the ADA and Section 508 of the Rehabilitation Act.
- Establishing and maintaining composition and membership
- The committee is co-led by the Co-Executive Sponsors (CIO and AVP of Information Technology Services, AVP of Disability Access and Student Wellbeing) and includes the Senior Accessible Technology Services Coordinator as Designee.
Composition/Membership
The ATI committee membership is composed of key stakeholders in campus administration, faculty, and staff. There will be one all member ATI Committee and three working groups for Instructional Materials, Web, and Procurement accessibility.

The ATI Committee is led by the ATI Sponsor, or Co-Sponsors, who are appointed by the university president. Tracking evidence and submitting the ATI report is the responsibility of the ATI Designee.
Support for the committee's activities is provided by Information Technology Services (ITS), Academic Technology (AT), the Disability Programs and Resource Center (DPRC), The Library, and Procurement & Support Services, select Faculty and Human Resources.

Meetings
Frequency: The committee will meet quarterly, with sub-committees meeting as needed to advance specific initiatives.
Time Commitment: Members are expected to dedicate time outside of meetings for preparation and follow-up actions.
Structure: The designee, with support from the sponsors, will collect agenda items prior to the meeting and circulate agendas in advance of each meeting.
Implementation
Goals and Success Indicators: The ATI at SF State will be guided by yearly goals established by the ATI committee based on success indicators provided by the chancellor’s office.
Implementation: It will be the responsibility of each subgroup to oversee the implementation goals established by the ATI committee.
Policy Responsibilities: While the committee does not set policy, it plays a crucial role in informing, reviewing, and supporting the development and implementation of accessibility policies and practices across the university.
